[Test failure] TC_AUTHOR_140: In CSV team-membership file, GUID are displayed instead of topic titles for instructor configured topics

Expected behavior

• The names for the Topics entered on Page&Resources > Teams are displayed in the team-membership CSV file
• According to the docs the team-set/topic values should be meaningful strings - https://edx.readthedocs.io/projects/open-edx-building-and-running-a-course/en/latest/course_features/teams/teams_setup.html#membership-csv-file-schema

Actual behavior

• Raw GUID are displayed for not default Topics in the team-membership CSV file

Steps to reproduce

• Configure teams.enable_teams_app waffle flag / switch to access “Teams” settings on the Pages&Resources page in studio.
• Configure custom topics with Public managed or Private managed types.
• As a staff user, open Teams course tab
• Open Manage tab and download Current Team Memberships
