edx-platform temp: empty commit to allow PR creation, so we can create a sandbox for testing

Description

This PR was created to create a sandbox for a UI/UX review of forum notifications.

It can be closed when this testing is complete.

Hi @felipemontoya , sorry to ping you directly! But I'm trying to set up a sandbox that showcases the Notifications feature, and I'm having trouble finding it in the latest code.

I found this PR which removed it from the openedx header: https://github.com/openedx/frontend-component-header/pull/379 It says there's a plan to extract it to an npm package, but I can't find any notification-related frontend components in org:openedx or org:edx that I can plug in.

The backend code is still happy in edx-platform, and I've enabled all the waffle flags I can find.

Do you know where this feature lives now? Or can you point me towards someone who might?

FYI, I get errors from the notifications if there's no course discovery service running 🤦
