fix: remove duplicate (unclosed) tag
Description
This PR removes some bad (duplicated) markup in the static tab file. The current behavior leads to an unclosed HTML tag, which can be confirmed by viewing the document source.
See original, abandoned PR here: https://github.com/openedx/edx-platform/pull/35301
Thanks for the pull request, @rediris!

@kdmccormick I haven't yet received the DocuSign from what I can see.
@mphilbrick211 , on his old PR @rediris had said:
I did send a CLA request, but I don't know where I am in the process. I'm going to scrap this PR and start over - this rebasing is turning into too much of a headache.
do you know if his CLA is stuck?
@rediris Don't worry about rebasing. Your change is tiny, so it doesn't matter if it's a few dozen commits out of date.

OK, thanks for the info. I'll keep this PR as is.

@rediris it looks like our legal counsel, Nell Ma'luf, sent you an email requesting more information on August 15. Did you receive it? I'm not sure if you responded or not. If you've already responded, let me know and I'll look further into it.
Code still looks good. Hopefully you've been able to find that email @rediris ?
Hi, yes, I finally found the email and will get the appropriate people to respond. Meanwhile, would it be be helpful for me to re-submit this using my personal github profile rather than the gymnasium business profile? I think signing a personal CLA would be considerably faster.
Great, and sure thing @rediris . You can tag me on the new PR.
