Update edx-cookie-cutter

  • Deprecate xblock-utils package
  • Also need to update Python & Django versions and Github Actions are also outdated.

Also need to update Python & Django versions and Github Actions are also outdated.

Python needs to be updated to 3.11 & 3.12 Django to 4.2
