make dev.stop takes several attempts to work

Users routinely have to run make dev.stop multiple times in order to actually stop every service. The error is usually something like ERROR: for edx.devstack.opensearch12 cannot stop container: 54d17c2e660194aacc50c88fcdca6c798ff1745b64e9d1a3d0c9d14ca0c78039: tried to kill container, but did not receive an exit event
