Add project specific cd user to a technical user group

As part of our discussion with @gerardcl and @stitakis in a private thread, @gerardcl suggested we can configure a Bitbucket group dedicated to project specific technical users, which will have read permissions over shared library. This will ease the pain of having to individually add technical users to shared library. I think this is a cool idea and we can make this part of the prov-app. During project generation, the project specific cd user can be added to this new group.
