idea either

  1. git log in the component
  2. Verify log message contains [jiraItemLink]
  3. Verify [jiraItemLink] exists in jira items ...
  4. Warn / fail if it does not

Fail / warn etc: driven by gamp category

or opendevstack/ods-core#75 - and we prevent this in the first place
