Deleted pipeline reappears

It looks like some pipelines are not cleaned up properly.

The pipeline gets deleted via the webhook proxy, but then it reappears sometime later. There are no builds inside OCP or in Jenkins, but it seems that in Jenkins, the build folder still exists and has files inside.

We suspect that some kind of sync / reconciling process in OpenShift triggers this.
