Remove DATASET_MAX_RESOURCES_UNCOLLAPSED configuration

DATASET_MAX_RESOURCES_UNCOLLAPSED configuration is no longer used in udata.

Another configuration with the same role is introduce in udata-front: https://github.com/etalab/udata-front/pull/30

BREAKING CHANGE: DATASET_MAX_RESOURCES_UNCOLLAPSED config is removed
