API for receiving alerts from the collector side

As of now it's almost impossible to understand from a user's standpoint whether a certain collector or a data source is in the working state.

Collectors must send alerts if they can to the platform via Ingestion API.

Scope:

• Revise the Ingestion alert API
• Add new Alert type and implement accordingly
