[INVESTIGATION] Cannot create owner from several views

There is something wrong with the permission provider on the ui side.

There are issues with new Owner creation in the menu where we assign Owner. By design if we do not have an owner in the drop-down list we could create a new one in the same menu by clicking "Create new owner". At the moment of writing the functionality doesn't work.

As a workaround we could create Owners from Management Panel and then assign an owner to an object.
