Add appendable metadata mode to the ODD Platform

Appendable metadata mode must help when there are several data sources reporting the same entity with different metadata, e.g. Spark DDL command via Spark Listener and Data Source via collector.

Appendable metadata mode must be set data source wide(as a default) and to the specific data entity. Ingestion API must take this flag into account.
