How to use WITH_MATLAB option?

I have installed the Matlab in my $HOME/local/ folder. And I use export Matlab_ROOT_DIR=$HOME/local/MATLAB/R2021b to export a environment variable. But I can't use the WITH_MATLAB=on to enable matlab.
