Convert libcontainer/README.md to doc.go

At the time of writing libcontainer/README.md godoc was not that powerful. As a result, we have two sources of documentation -- the actual code and the README, and they are not always in sync.

It would be very beneficial to merge README contents into libcontainer source documentation.

@kolyshkin if this is NOT assigned to anyone, I'd like to work on it. This can help me learn a little more about runc.

Can you confirm ?. Also let me know (briefly) expectations from this task.
