What GitHub templates are needed?

PR #919 is adding a new maintainer PR template. What other PR and issue templates would be useful for the project?

For issues, I'm thinking:

  • Question
  • Bug
  • Proposal

For PRs, I'm seeing:

  • New maintainer
  • Bug fix
  • New Feature

A few questions:

  1. Are there objections to having templates?
  2. Are there other templates we want/need?
  3. Are there specific requests for the content of each template?
