Chore: Remove GOPATH from GitHub Actions

This cleans up the docs-and-linting workflow to remove the GOPATH references. The upload-artifact job was also getting skipped because of a bad check. I only commented out cache-dependency-path because I think we may need it again for #1253.

Fixes #1263.
