Regarding the atomic and atomic exempt annotations:

An update to the documentation should include an example of how atomic notifications induce implicit deletions would clear up the behavior. (This can be added in a follow-up PR for OpenConfig and/or gNMI atomic descriptions.) Yes, we can deprecate the atomic-exempt flag (since it is fundamentally impossible to adhere to). This can also be a subsequent PR.
