ISIS interface hello packet counters in case of L1L2 P2P hello

Packet counters inside /isis/interface/interface/levels/level/packet-counters are per level. It is not clear if we receive a P2P L1L2 hello which received counter would be incremented(L1, L2 or both). This is not an issue in case of LAN as we have different hellos for L1 and L2.
