Reviewed in April 16, 2024 OC Operators meeting. There is ambiguity about what should happen if a user attempts to power off BOTH CONTROLLER_CARDs. This should be updated in the documentation and state diagram.
I think there should be some additional text about the "if there's only one card in the chassis, it should ignore the power-disabled state" rule (rule#5).
Operational use cases listed at the beginning of this document do not seem to require that behavior.
