Credentialz: fix created-on state path telemetry

Converting seconds to nanoseconds since epoch for verifying Credentialz created-on state paths since the OC yang path is reported as nanoseconds since epoch (link) while the created_on field in Credentialz RotateAccountCredentialsRequest is defined as seconds since epoch (link).
