RT-5.8: Improve DUT Interface Stats Polling
Description: This PR addresses the issue identified in 397859196
Proposed Changes:

Replace the default target-defined subscription with a sampling subscription to enable more proactive polling of the DUT for interface statistics. This change ensures that atleast 100 packets are received on the DUT, verifying that the packets transmitted by the OTG are successfully received.

Implement a sampling subscription instead of using a static time.Sleep for verifying packet reception by the DUT (recvDUTPkts). A timeout of 60 seconds is set to allow sufficient time for the DUT interfaces to report statistics accurately.
Note: This PR diff is similar to the diff of #3536. Was advised to avoid using deviations.InterfaceCountersUpdateDelayed during PR review of #3614
