Transceiver-4:Changes to zr_input_output_power_test

• Added code to close the grpc connections after each loop, as the code was creating around 24 grpc connections previously, which is more than the configured max-clients.
• Increased the rxPowerReadingError to 3 dbm as the optics specs says it could be +-2.5dbm and extra 0.5 dbm to compensate for any loss in fibre
