Transciever-5 | Add changes/deviations to zr_tunable_parameters_test

Made below changes:

• Add vendor specific mode value for 16QAM operational-mode leaf
• Added changes with below deviations optical_channel_oper_mode_telemetry_unsupported -- Added workaround with Get for Config leaf optical_channel_target_output_power_unsupported. -- Power value is interpreted in terms of 0.01 dBm, so set accordingly optical_channel_frequency_value_unsupported. -- Freq. value is off by two digit places, so modify verification per that.
