RT-1.32 : actions_MED_LocPref_prepend_flow_control_test.go

Hi,

1. Updated bgp configuration similar to other existing bgp scripts and added deviations.
2. There is an open Ixia issue: https://github.com/open-traffic-generator/fp-testbed-juniper/issues/53 med value is not stored on otg even though DUT is advertising it.
3. Add new deviation bgp_setmed_union_type_unsupported and hence separated code for set med config and verification checks for uint32 and union types.
4. Deletion of policy is always needed before configuring new policy.
