This PR brings in advanced telemetry feature set in SAI

  • Drop Monitoring Packet and Switch level drop monitoring with metadata Intelligent drop monitoring using flow and flow’s drop state
  • Flow Monitoring
  • Flow Latency Monitoring Static Thresholding Hysteresis based High/Low Watermark Thresholding

@JaiOCP this is quite interesting. However for the additional TAM event types https://github.com/opencomputeproject/SAI/pull/1119/commits/c3769fc9f8c20de670854eea0fbcbc37085bd02e

It would be quite useful to distinguish b/w correctable and non correctable parity errors. That way the application can react appropriately to these events. Correctable events may generate a log + counter increment while non correctable may lead to more drastic actions.
