When building on Debian testing, I got the errors when running configure. I do NOT have python devel packages installed.

It seems this is an inconsistency in Debian testing's installed packages, as the autoconf macro for Python detection tries to use a depreciated package that is not installed. But since your Python is 3.10 and the message says the removal of distutils.sysconfig will be in 3.12, maybe its installation will solve the "No module named 'distutils.sysconfig".
