Move PVnet to separate repo, so that we can install this separately, and do improvements there. Code is here

Good to break it up a bit, then ready to improve nowcasting project or SBRI project

Possible Implementation

  • make new repo
  • move code there
  • move tests there
  • add CI
  • add library to pypi
