Experiment with 8 bit images and jpegs

We currently use a lot of disk space for satellite images and NWPs. It's possible that we can get away with far smaller file sizes without hurting forecasting performance. But we'll have to empirically test what happens if we train / test on, say, 8-bit JPEGs.
