Subject Modification in email Alert Templates + Add New Email Alerts Template

Hi, I am using OpenCATS-0.9.3-1 and was looking to modify the Subjects in the available email Alert Templates and also ability to add new email Alert Templates.

multiple email templates - This is/was a feature documented here, but never introduced to the main codebase. CATS-20130807-v0.2.pdf

In #231 there is implemented edit template feature but it is not possible to choose email template for status changes as is described in document. So #231 partially implements this.
