Editor Vibration Mode?

In some scenarios, the editor user interface starts “vibrating”. It's much faster as what the screen capture actually captured. It's obvious that this should not happen.

Seems like your window must be exactly the right height for this to happen. Full screen works without problem for me, but if I reduce the height of the window just to the point that you get the scroll bar to appear and then toggle the developer tools, you can trigger this. You can also manage to trigger this without dev tools, but that seems to make this easier in Chromium. Or I just had more (bad) luck that way.
