[REQUEST]: Add QUIC (HTTP3) support to System.Net

Description of the feature request

Would be good to have this cutting edge tech in our beloved OB2. Currently by default downgrades to H2 as we know.

When we do H3 request to https://cloudflare-quic.com/ to recognize that we have really H3 requested
