Description of the bug

Puppeteer does not setting proxy in 0.3.1 Web, however this was not case before

Reproduction steps

1. Open Browser
2. Navigate to site with proxy in Stacker

What is the current bug behavior?

Puppeteer does not setting proxy in 0.3.1 Web, however this was not case before

What is the expected correct behavior?

To set proxies into driver
