Issue: Modify the Server power operations page to see in first the Operations

Description: Using the "Server power" button in top of all the OpenBMC web page or using the "Control > Server power operations" left menu shows in first in this "Server power operations" page the "Host OS boot settings". That "Server power operations" web page must be modified to show in first after the "Current status" the "Operations" : Reboot server and Shutdown server functions that are often used.The "Host OS boot settings" and "Server Power Restore Policy" options that will be used only once or maybe never should be shown after the "Current status" the "Operations" functions.
