Optionally attach a bounded area to each planning authority (PA-361)
Maybe this area could be one stored in mapit.
Then, we could do more intelligent things for the user like tell them which planning authorities they are covered by and what the state of the scrapers are for each.

This one is possible with a very minor modification to #933 - we could easily write out the geojson for the boundaries to disk if sticking into the DB wasn't plausible.
