Add the name of the local authority that's missing to the search page if we can't find results (PA-228)
At the moment is says, "Unfortunately, we don't know of any applications near... This is most likely because we haven't yet been able to add your local planning authority. There is a list of the planning authorities we currently cover here."
It could say "Unfortunately, we don't know of any applications near... This is because we haven't yet been able to add $COUNCIL." (i.e. you could determine if we should have applications or not, maybe we could also say, "we don't know of any applications near... This is may be because the scraper is broken" if we know we do have a scraper).
Then later down the track we might be able to link to a crowd-funding system for each local authority we don't have - "You can contribute funding to get this scraper written by clicking here" kind of thing.

Those crowd sourcing funding systems work best when the fundraising time-limit is quite short. With that in mind I think it would be more effective to directly target people who live in the specific area and get them to donate.
We could start this off by emailing the people who live in that area who have signed up for alerts but obviously not received them. Something like "hey, please help raise xxx dollars to get PlanningAlerts working for your area".
There will be more of a slow-trickle of people doing a search in their area and discovering that their area isn't covered. If we can get them to sign up for an alert anyway then we have a way of saying hay, everybody, let's raise this money now! This helps get the momentum going.

A non automated alternative is to support that someone could request an authority be added. Like with Right To Know. A map of areas covered and not covered, would certainly help here. Otherwise we're asking someone to check the coverage page and then come back and make a request. Given the age of this issue, I'm not going to start another issue related to it, because it seems like a piece of work that we need to flesh out.
