Send out proactive emails letting subscribers know things are working fine
What is it? An email that gets sent out once a month to people that are signed up to alerts that lets them know everything is working fine and gives them some info on last time they received an alert.

Design Specifications
- Indicate how many alerts the user is signed up to and for which address
- State that everything is working fine
- Give indication of when Planning Alerts last received anything from the particular council
- Provide links for people to find out more about the process
- Link people directly to the appropriate council site.
- Include a short description of what Planning Alerts is
- Include an unsubscribe link
- Will need a visual design/ information hierarchy look over as per: https://github.com/openaustralia/planningalerts/issues/1708#issuecomment-1524704877
