Update Terms of Use section
Update https://www.planningalerts.org.au/api/howto terms of use section to make it clear that the terms apply to everyone.

Add a heading 'Terms of Use for Everyone (Commercial and Non-commercial)' before the section that begins:
Terms of Use for Everybody (commercial and non-commercial) We offer a range of paid options, from rate–limited to unlimited use of this service. Be Nice ...
when this is done we can change the contract wording to refer to the heading.
For the time being I've changed it to refer to the 'be nice' section.
