[Timers] Add `Manage timer conflicts` to `Record time limited due to conflicting timer` notification

Related to #2827

When a user attempts to set a new timer when there is a conflict, they're not provided with a link to manage same said conflict.

Suggestion: Add Manage timer conflicts Cancel options to notification.

Cancel will imply that the user's attempt to set the new timer will be discarded.
