`Your box was not shut down properly` dialog non-responsive for >25 seconds

Describe the bug / Actual behaviour: The Your box was not shut down properly, would you like to shut down now dialog appears after an improper shutdown, but user cannot interact with it for nearly half a minute.

Expected behaviour: Continue to show spinner but only show dialog as soon as user can interact with it.

Has this issue started to happen just recently? No, this has been a long-term bug

To reproduce: Steps to reproduce the behavior:

1. Unplug box
2. Plug box back in
3. Observe boot process
4. Try to change default option
