Investigate using Secrets Manager

We currently use an S3 bucket to store environment variables/secrets for a number of the projects. It'd likely be worthwhile looking into using https://aws.amazon.com/secrets-manager/.

@sruti if you think this makes sense, I can take a look at setting this up for fetch first, then probably the API and I think Fluffy uses this method as well.
