Tasmania, Australia not under open license

pulling a comment out from #652, the Tasmania, Australia source is not under an open license https://www.tas.gov.au/stds/codi.htm "non-commercial purposes only."

I'm emailing the source to try to get them to release under an open license.

They have replied, will look into in in the new year, I'll follow up after the holidays.

@russbiggs does our use qualify as "non-commercial"?

Apart from any use permitted by the Act, the State of Tasmania grants users of this site a licence (within the meaning of the Act) to download, print and otherwise reproduce the information for non-commercial purposes only.

@majesticio we qualify as non-commercial, we will want to attach this license though and make the non-commercial nature of this data clear to downstream users. Add the license and link to the license when making the wiki for this

It would be good if the schema supported the license details of each source. This is what OpenAddresses use https://github.com/openaddresses/openaddresses/blob/master/CONTRIBUTING.md#optional-address-tags
