Fix the loose organization name matching for the Italian university case

It seems the most of the false positives are due to loose organization matching ("Università degli Studi di X") where most of the words of a given section have a positive match while only one (the most crucial, city name) is mismatched. I still don't know why only those three cities were matched as false positives while we have plenty other universities from Italy having similar name.
