Make the process responsible for importing SoftwareHeritage origins immune to timeout failures

While importing another batch of origins from SH endpoint in turned out the process fails after receiving SocketTimeoutException even though the timeout was increased to 60000ms.

While SH team is fixing the issue on their end we should also change the way we deal with timeouts.

Instead of interrupting the process we should treat this kind of exceptions in the same way we deal with throttling and other unexpected/unhandled HTTP codes: retrying X times (where X is configured) waiting for Y time before each retry.
