I noticed this PR which updates the DEVELOPERS file: https://github.com/openai/gpt-2/pull/181

It is not yet merged.

I was reading through https://github.com/openai/gpt-2/blob/master/DEVELOPERS.md

I tried pip3 install tensorflow==1.12.0. I found that version doesn't exist. I used: pip3 install tensorflow==1.13.2

It seems to work with this version - however it stopped mid sentence and had some warnings. I am using a Linode, the default size version with the latest Ubuntu.

You can install 1.12.0 version using anaconda (conda install tensorflow-gpu==1.12.0), but in this case, you need python version 3.6 or below.
