Add eval for parsing and normalizing relative datetimes

PLEASE READ THIS:
In order for a PR to be merged, it must fail on GPT-4. We are aware that right now, users do not have access, so you will not be able to tell if the eval fails or not. Please run your eval with GPT-3.5-Turbo, but keep in mind as we run the eval, if GPT-4 gets higher than 90% on the eval, we will likely reject since GPT-4 is already capable of completing the task.
We plan to roll out a way for users submitting evals to see the eval performance on GPT-4 soon. Stay tuned! Until then, you will not be able to see the eval performance on GPT-4. We encourage partial PR's with ~5-10 example that we can then run the evals on and share the results with you so you know how your eval does with GPT-4 before writing all 100 examples.

Given the context of a user's location and the current time, extract and normalize all date, datetime, and relative datetime entities to ISO 8061 datetime format.
For example: Context: The current time is 2023-03-15T01:50:52.534Z. The user is located in Miami, FL. Input: Lunch at noon tomorrow Output: 2023-03-15T16:00:00.000Z
Note that the user's location determines the local day is 3/14 so tomorrow is 3/15.
What makes this a useful eval?
Datetime, timezone, location, and bank holidays are all tasks a human can navigate but accounting for all that context and doing calendar math is difficult. Chatbots and other agents currently handle this poorly.
Criteria for a good eval ✅
Below are some of the criteria we look for in a good eval. In general, we are seeking cases where the model does not do a good job despite being capable of generating a good response (note that there are some things large language models cannot do, so those would not make good evals).
Your eval should be:
- [x] Thematically consistent: The eval should be thematically consistent. We'd like to see a number of prompts all demonstrating some particular failure mode. For example, we can create an eval on cases where the model fails to reason about the physical world.
- [x] Contains failures where a human can do the task, but either GPT-4 or GPT-3.5-Turbo could not.
- [x] Includes good signal around what is the right behavior. This means either a correct answer for
Basic
evals or theFact
Model-graded eval, or an exhaustive rubric for evaluating answers for theCriteria
Model-graded eval. - [x] Include at least 100 high quality examples (it is okay to only contribute 5-10 meaningful examples and have us test them with GPT-4 before adding all 100)

Unique eval value
This is an eval where there is a single correct output for each input or logically there is missing information. Being able to handle relative dates better will be really useful for many use cases.

I believe the model may be replying with timezone offsets in some cases instead of using UTC. That behavior actually sounds in line with your instructions -- "If no location is included, then assume UTC timezone." You may want to add some alternative acceptable inputs, or clarify your instructions that the resulting time should be in UTC with no offset.
I ran it locally and got 1/17 on gpt-3.5-turbo which seems low for some of these. I tried asking ChatGPT and got plausible answers with timezone offsets.
Hey @nottheswimmer - thanks for taking a look! I had similar results testing with chatgpt vs locally. If you edit the evals code to print out the actual and ideals side by side while it runs though it is returning ISO 8061 with the Z at the end not with a timezone offset. Most of the errors in output are it just getting it way wrong or asking for clarification/ignoring the assumptions I told it to make.
I did go through and fix a couple tests where the time portion of the date could have been ambiguous - either start of day or matching the current time. Also added alternative answers for Start/End of Summer as those differ depending on meteorological Summer or astronomy. June 1st vs June 21st and August 31st vs September 23
I could probably adjust the prompt to make it "better" for gpt-3.5-turbo but I think they are clear enough that a human can follow them and get the correct answer so I want to see how gpt-4 does with them as is.
GPT-4 did not perform that much better so I tried to dig into why. If it was timezones or daylight savings then I'd say it is just the prompt that needs fixing but many of the days are just way off.
