At download site I see dataset download options but still no info what is considered as "open" which would be nice to know in detail, as various entities had made some quite wild interpretations of what counts as "open"

Yea, this is fair. The license information on the main repo readme (https://github.com/openaddresses/openaddresses/?tab=readme-ov-file#license) is meant to be the definitive description. I will try to summarize that a bit better and put it on the website.
