Look for HTTP 202 responses

Some ESRI sources return 202 Accepted with a JSON response to indicate that processing is occurring. See @ajturner’s explanation and followup.

Specifically, this is only opendata.arcgis.com sources.

The Indiana one looks to be taking multiple days to complete, which won’t work with our three hour time limit for processing an individual source.
