Pennsylvania has some data but it appears to only include state roads: http://www.pasda.psu.edu/uci/DataSummary.aspx?dataset=54

I've contributed to the Address Points repo. Many counties have Esri REST services with good road centerline data.

Pennsylvania is working toward a singular road centerline dataset comprised of County datasets. Perhaps it makes sense to create a similar directory/file structure for each county/city like in the address project?
