To keep things nicely organised, we could state the "Stage of development" in the top of the separate project READMEs, such as

  • active
  • published: DOI:...
  • inactive

Yes! Good idea. DOI by means of paper or by means of Zenodo?

We can sign DOI via Zenodo to most of those (when they're in a good development state) and additionally the published ones have a DOI of the paper.
