OBS does not offer binary download for binaries from existing repository

Issue Description

Even though project has repository openSUSE_Leap_15.3 the Download Packages link does not offer adding this repository.

Expected Result

Repository is offered for package installation

How to Reproduce

1. Go to https://software.opensuse.org//download.html?project=server%3Adns&package=dnscrypt-proxy
2. Click on openSUSE
3. Observe that no openSUSE Leap 15.3 is offered even though this repository obviously exists: https://download.opensuse.org/repositories/server:/dns/openSUSE_Leap_15.3/

Further Information

Probably related to https://github.com/openSUSE/open-build-service/issues/11499, because dns-proxy is imported from SLE.

Leap 15.3 is in SLE option.

15.3 is build complete different then 15.2 (read about Jump concept). So this is an intentional change and not an OBS bug.
